According to the same S&P/Case-Shiller index, our region was the only one of the 20 major metropolitan areas to post an increase in prices during February. As the Washington Post reported, the average home price in the “inner ring” (defined as Fairfax, Montgomery and Prince George’s counties) rose 1.3 percent while at least 10 other major housing markets remain at the same or lower price point since the housing bubble burst in 2008.

In another study of the Washington real estate market by Delta Associates, home prices in the greater metropolitan region rose 3.2 percent, making for the sixth consecutive quarterly gain.

I can’t say I’m surprised. In a post written earlier this year, I projected that new home prices would rise in our area once the inventory of previously owned homes started to decline. That, as well as a few other factors discussed in a Fortune cover story, is exactly what is happening.

While the article concedes the housing market is like the weather report, “exact conditions are different in every city,” there are some general trends. One of the prime reasons Fortune is convinced “housing is back” has to do with the shift in the price advantage renting to home owners. “Higher rents will encourage buyers to cross the street from an apartment to a home of their own,” says Mark Zandi of Moody’s Analytics.

In the story, Robbins uses Mid-Atlantic Builders to demonstrate a growing sense that this  recession has seen its lowest dip. And while no one has a crystal ball, there are three reasons why I believe the Washington area has seen the worst it’s going to see.

First, with the Federal Government in and around the D.C. area, the local economy is more stable than almost all other U.S. metropolitan areas.

A recent jobs forecast by the Metropolitan Washington Council of Governments predicts that the region will gain 660,377 new jobs in the greater Washington D.C. area by the year 2020. That predicted job growth will create a steady increase in demand for housing and will stimulate the housing industry to increase the current housing stock.

Finally, the D.C. region continues to be subjected to severe growth limits by its surrounding jurisdictions, thereby limiting the supply of new homes.  The good news is this has prevented the industry from overbuilding its inventories during economic downturns. However, in an expanding economy, these limits will create a squeeze on supply and this means property value appreciation and increased prices for new homes.

Today is Veterans Day and I would like to take a moment to thank the active and retired servicemen and women of our armed forces. It is because of their brave work that we can enjoy safety, peace of mind and freedom at home.

WEEK IN REVIEW: Low Mortgage Interest Rates Will be Here Today, Gone Tomorrow

“Don’t be fooled by today’s low rates,” said Former Fed Chairman Alan Greenspan this week, adding that the present low inflation and low long-term rate environment have fostered a “sense of complacency that can have dire consequences.” Mr. Greenspan also that “long-term rate increases can emerge with unexpected suddenness.” The fact is, there are no fundamental reasons why home loan rates should be as low as they presently are. The confluence of factors all coming together at the same time have made for an incredible low rate opportunity, but it won’t last long and can change very quickly.

Forecast for the COMING WEEK: Upcoming Federal Reserve Meeting & Mortgage Rates

On Wednesday the Fed will release their rate decision and Policy Statement at the conclusion of their Federal Open Market Committee meeting. There is speculation that the Fed may lower their 2010 and 2011 growth targets for GDP making for a very interesting and important Fed Meeting next week, as it could have an important bearing on the direction of rates. Weak economic news normally causes money to flow out of Stocks and into Bonds, helping Bonds and home loan rates improve, while strong economic news normally has the opposite result.

MARKET VIEW: Students & Credit Card Debt

Using credit cards wisely is important for people of all ages, especially for young people just starting out. In fact, a recent study revealed that 84% of college undergraduates had at least one credit card and half of college students had four or more cards. What’s more, the average (mean) balance grew to $3,173, which was higher than the findings in previous studies.
